Update to API V2 and a new Enterprise permission

We added an option in Enterprise role which enables group-restricted agent to assign to any members in any groups (that bit will be turned on later today).
API v2: API consumers can now retrieve incidents for a ticket via the API.
API v2: API consumers can now retrieve suspended tickets via the ticket API.
API v2: API consumers can now retrieve the dropdown options for custom fields.
API v2: We had omitted the ticket and comment information from the activity API response, this is now added.
API v2: We fixed an authentication problem when accessing /api/v2/users/me, this is now fixed.
Fixed an issue where call activity dashboard for Voice was temporarily displaying zero results for agent activity.
