    Hi Sumitha,

    Make sure that the "Anybody can submit tickets" is enabled. You can check it from the Support page, go to Admin > under Settings click on Customers. On the Settings tab, you will be able to see that option. You can also check the following article, Enabling anyone to submit tickets for more information.
