Currently, when changing the knowledge owner of an article, the new owner does not automatically start "following" the article; rather, they have to manually follow the article to start getting notifications when a user leaves a comment.

This, however, should be automatic. In our instance, the owner of the article is responsible for handling the comments. And, it's expected that the owner will change from time to time. Therefore, whenever the owner changes, the new owner should automatically be following the article.
