How do I know if "Talk" is enabled for my account?
I am looking to set up a process whereby when a customer calls a generic customer service support line, they are sent to my cell phone. Additionally, it would be great if this is tied to a voicemail of some sort.
I'm having trouble looking for a support article on Zendesk to help support this. Additionally, I need to understand if my plan with Zendesk currently supports this feature.

You should have no issue initiating call forwarding to a cell line. This article should get you started with setting this up on your end.

No phone icon appears where a phone icon used to appear, next to the Chat icon on top right, and I don't know of any other way to turn on the icon for the Zendesk Essentials Talk Lite account.

If the phone icon disappeared that usually means the Talk option is disabled in your user profile.
Can you confirm that's not the case here? Otherwise I'll need to create a ticket on your behalf to dig into this further.
