How to fetch system and custom fields?
I am using https://productsup.zendesk.com/api/v2/tickets_fields.json API ,But this is giving me the field related data not the information that is stored in the field for tickets.

To update the value of custom field in a ticket, you need to use the ticket end point. See API reference here and documentation article here.
Ticket Field end point allows you to view and edit the custom field itself (e.g. configure allowable drop down options).
