Staff member restricted to only viewing tickets from their organisation can still request tickets on behalf of other organisations
We have setup an agent user that is restricted to tickets in agents org only.
However, they are still able to request tickets on behalf of users from any organisation. Is this intended behaviour, and is there any way to lock down/prevent this?

Yes, agents can create tickets on behalf of the user that is outside of their organization. But even if they are assigned to it, they won't be able to load that ticket since they are not under the same organization. They would see a prompt that looks like this:
