At this time, it is not possible within the native functionality of our platform to have users click on a “mailto” link which allows them to open their email program instead of clicking the “Submit” button to submit a ticket on a web form.

However, since you are using a custom form, you can customize it thru custom coding. Found this 3rd party link for reference. :)
