Echoing what has been stated since 2015. We need this. 

It would be lovely if there were an option that would allow users within a role to add and edit all end users, without the ability to delete the user profile. 

The current options jump from, "Add and edit within their organization"  to  “Add and edit and delete for all end users”.  We have to allow our call center and chat staff to "add and edit and delete" because not all end users they support are in organizations, but their profiles have to be edited. With this configuration limitation, we cant restrict their ability to delete users without limiting their ability to edit profile information used in our automations.
