Meta is changing how it charges for WhatsApp Business messages. These changes affect businesses using WhatsApp as a customer support or engagement channel, including those using WhatsApp through the Zendesk platform.
This article contains the following topics:
What is changing?
Since November 2024, non-template messages sent by your business within a 24-hour customer service window have been free. These are messages sent by agents, bots, or automation flows in response to a customer-initiated WhatsApp message.
A customer service window opens when a customer messages your business and remains open for 24 hours after the customer’s most recent message. Starting October 1, 2026, Meta will charge per message for non-template replies sent during this window.
Utility template messages sent within an open customer service window are also currently free. Starting October 1, 2026, these messages will also be charged per message. Rates vary by country and are expected to be published by Meta on September 1, 2026. We’ll share specific figures when they become available.
Meta's messaging fees and your Zendesk account fees are separate. The changes announced by Meta affect Meta's charges. Contact your account manager to understand how Meta messaging costs flow through your specific commercial arrangement with Zendesk.
The following items remain unchanged:
- Inbound messages from customers to your business remain free
- The pricing structure for marketing template messages remains unchanged
- The 72-hour free window for messages following an ad click-to-WhatsApp entry point remains in place
- Volume-based discounts for utility and authentication messages remain available. The more messages you send, the lower your per-message rate.
Will I be affected?
You are likely to see a meaningful cost change if your WhatsApp setup includes any of the following:
- Automated chatbots or AI-driven flows that send high volumes of replies to customer messages
- Automation that sends utility template messages within active customer service windows
- High-volume WhatsApp support operations where agents respond to large numbers of inbound customer messages
If your WhatsApp usage is primarily low-volume or you are using WhatsApp mainly for outbound marketing templates, the impact will be lower.
Meta Business Agent is Meta's AI product, separate from the AI capabilities available through Zendesk. If your business is using Meta Business Agent, a separate token-based pricing model applies from August 1, 2026. If you are using AI-driven support through Zendesk, this does not apply to you.
What do I need to do?
The following steps will help you get ready for the upcoming price changes:
-
Review how many service messages and in-window utility templates your business sends per month. This will help you estimate the impact of the change. Your account team can help with this if needed.
Meta's WhatsApp Manager shows message volume broken down by category (service, utility, marketing), which can help you establish a baseline before October 1, 2026, and track impact afterward. How you access it depends on your setup. If you set up WhatsApp via Zendesk's embedded signup flow, you already have direct access through your own Meta Business Portfolio. If your WhatsApp number was set up before embedded signup was introduced, you can migrate to gain full access. If you are unsure which setup applies to you, your account manager can help clarify. - Meta may reclassify templates between categories (utility vs. marketing). A template reclassified as marketing will be charged at a higher rate. Review your existing utility templates before October 1, 2026, to ensure they are correctly categorized and contain no promotional content.
- Utility template messages sent within an open customer service window are currently free. While that exemption ends on October 1, 2026, structuring your automation to reply within active service windows will result in lower costs than sending the same messages outside a window.
