Issue symptoms
I received an automated email with the message: The target [TARGET NAME] has been temporarily disabled due to too many failures. Please check the possible reason of these failures by testing the target first.
Resolution
When Support and other app experience connectivity issues, some tools still run on the backend, but connection failure occurs.
All targets in Support automatically become deactivated after 21 failed attempts to send. You can easily resolve this by opening Admin Center and navigating to Apps and integrations > Targets > Targets and reactivating the target.
If you're having trouble with an HTTP or URL target, view the information returned by the third-party service or REST API that the target tried to access. For more instructions, see the article: Using the API dashboard.

I ran into an issue where the customer got this email stated above regarding the Slack integration Endpoint Target being disabled and was not able to activate like the rest of the Targets because it was 'Created by Slack app'. We resolved the the issue by disconnecting the app and re-enabling it. I have not found any other documentation on this so thought I would share my findings.
