    We have a similar situation.  I have a trigger in place that if a ticket is updated - it moves back to open if the required info is not completed - technically requiring the agent to review and update it.  However, the process is not very smooth.

    You can actually do this using the built-in Conditional fields app by going to your condition and click the Required button in the top-right, then check the box next to the field you want to be conditional on Submit (rather than conditional upon Solve)
