If you mean, can end-users delete a post they have made in the community, the answer is: no, if a user creates a post, they can only edit it, not remove it.
Upon edit, they can also move the posts between available topics. You might create a topic like 'Posts to remove' which user could choose if they wanted to remove a post, and then have your staff monitor that topic and remove posts. But that's just a workaround, there is no native support for users to delete their own posts.
Zendesk agents that have the correct Help Center permissions can delete community posts.
