    Hi Michael,

    Thank you for reaching out in our Zendesk Community - I'd be more than happy to hop in and address your questions! 

    Unfortunately, there isn't a way to filter for users in an organization that have "View all" access, even with Insights. 

    For this purpose, you could leverage the use of the Zendesk API to gather this information. You could view a list of users in a specific organization and grab their user IDs. From there, you would show the users in the organization using the API. This would give you information about their ticket restriction and what they have access to.
