In my experience having a "Low" priority creates nothing more that an area where request go to die. I am looking to ensure this does not happen. In my business if I receive a "Low" priority request then I must identify a way to find a solution with either documentation, or education of my sales resources to ensure any similar request are not presented again. I would LOVE to have the ability to remove "Low" are a possible priority.
