Assign ticket to multiple agents or to a group

    To achieve anything like this, you will need to look at an app that creates sets of linked tickets, or the change management app. These can be used to create tasks for different departments etc.
    Fundamentally a ticket can only be assigned to one person or a group.

    There are a few in the app market, but not sure I remember the names accurately.
    Linked Ticket app allows just one additional ticket
    Sweekhawk have some great apps, 'Tasks' may do what you need. We used a change management app but they may have changed the functionality a bit.
    There is also, Linkets, and Clone tickets. 

    Have a search and see what you can find.
    Otherwise a custom app might be necessary, which I may be able to assist with.
