If an image is added inline in a public comment or private note it does not appear as an attachment. The Zendesk Attachment Manager app can see it as an attachment, however, other apps like Jira cannot. Adding them to the Library does not resolve this, only re-adding the image with the paperclip attachment icon.
It would be best if either inline images qualified as real attachments in Support tickets, or apps like (Zendesk developed) Jira app could identify them as the Attachment Manager desk.
