Explore - Reporting based on time when tag was added

    I have not found a workaround for this. 

    There is an EAP for some new Explore features for reporting on tags but it doesn't look like it would cover your situation.  It's only at the ticket level for now from reading the EAP: https://support.zendesk.com/hc/en-us/community/topics/360001581794

    Otherwise, if your tag is set based on data in another field, you could do some reporting on field changes for that field value using the Ticket Updates dataset.  If users are just adding tags to the ticket manually or via a macro, this wouldn't work.
