Need ability to send notifications upon user creation

We have a use case where we have created a New Hire onboarding super form that lets a manager put the details in for the new hire and click checkboxes of what accounts/equipment they need and child tickets are generated for each item requested. Back when we had ServiceNow 7 months ago, we had the ability to have the system trigger a notification that went out whenever a user record was created. We had the notification configured as an alert to the manager that directed them a link to the user-facing portal (like Guide) to the request form that did that in that system.
Looking for a way in Zendesk to be able to create an automation or trigger based on changes to the Users table so that we can auto-trigger similar notifications that could direct people to use the new hire form to request all the accounts and equipment that they need.
I've heard about Zapier in another community thread, but that had terrible reviews and is a fee based service that is not what we are looking for. I know Zendesk is not terribly database driven, but it would be great if we could have some kind of way to act on changes to the User table, say, upon record creation.

I think this would be an amazing addition, particularly for Zendesk instances publicly accessible.
If the admins or other specific users could be notified when a new user account gets created (for example, following the registration), they could immediately verify the email address, assign the new user to a given organization, and so on with so many use cases.
It would be as well great if such event could be "listened" by other automation platforms, like Okta Workflows or Microsoft Power Automate. That way, even more stuff could be automated through via API calls.
Please, consider to include this feature in a future release.
