I would like to provide a feedback about the End-user profile access:
How about adding a new option or modifying the second option to Add and edit within any organization. Because, agents are also responding to end users who are not part of any organization/no organization. Whenever they try to add users email address to the "To" & "CC" fields, it throws them an error.
Also, providing agents the access to assume the end user’s identity/deleting users can cause issues.

Add, edit, and delete for all end users
