Extra useless Scroll bar
What is the purpose of this Second scroll bar aside from being extremely annoying? How do we get rid of it?

Hey anon anon,
The extra scroll bar you're seeing appears when the in-line attachment you add in the text editor/reply box is too large.
This is a default feature and is not customizable.
