Functionalized answer linking for bot flows

Hello,

I would like to be able to link to -- and subsequently return from -- a separate block of steps, from within the middle of a bot answer. This affects admins, as answers take longer to build (using copy/paste) and our ZD instance is nearing the 2,000-step limit. 

Current state only allows for linking to the last step of an answer and so does not improve efficiency for steps which are repeated mid-flow.

For example, one of our flows uses API integrations to verify a user's identity via MFA, prior to surfacing customer information. I have to copy/paste the large block of MFA steps dozens of times, and the resulting flow is nearing 700 steps on its own.

I would like the option to call and return from a separate flow, from within an answer. This should not just be another answer (we don’t want customers accidentally triggering the helper flow via intent keywords), but a functionalized set of steps. Variables should persist to and from the helper flow.
