There could be several reason as to why Answer Bot may not be suggesting articles. We'd love to check on this further so a separate ticket will be created on your behalf where we can continue look into your given scenarios.

At this time, it is not possible within the native functionality of our platform to have users click on a “mailto” link which allows them to open their email program instead of clicking the “Submit” button to submit a ticket on a web form.
However, since you are using a custom form, you can customize it thru custom coding. Found this 3rd party link for reference. :)
