I only want to restrict a specific group of people from submitting a ticket. Allowing only certain users the ability to create a ticket, not removing it entirely from the help site.

Using the instructions in this article, I was able to get the Submit button to appear, however the badges are not showing.

I could have explained that I bit better. I was referring to the comment submit button disappearing from community page. The only code I added was to script.js and style.css like you described.
