Is there any way to set all incoming customer tickets as "question" type?

I have seen agents utilize the search function and filter by "new" status tickets to choose which tickets to answer. Is there any way to limit the search function to prevent this type of behavior?

How can I turn off the "Confirming recipients" option. We don't need that. It is preventing our automations from functioning properly.
