If helpful, we've found that the issue seems to be due to the User context data being cached. It seems that changing a user's phone number does update the context tab, whereas changing their language does not cause the user context tab to be updated from the database.
Once the language has been changed, it seems the cache is refreshed within 30+ minutes (or after forcing the page to refresh) and the context tab does show the correct language after that.

This seems like a recent bug, but the Customer Context side-panel's language display is currently bugged.
Issue:
Currently, when a user's language is changed FROM english to french(canada) in our case, the Requester view correctly shows the update, but the Customer Context panel remains stuck on English.
To reproduce:
While on a ticket, click on the requester button which appears to the left of the ticket number. Change the requester's language to English. Change the requester's language FROM English to another language. Return to the ticket. Open the Customer Context side-panel. The Customer's language remains as English although the edit requester tab and macros correctly show the updated language.

There's also no easy workaround, since you can't create triggers to watch for this; there are no conditions that search for the requester's email.
