    I do not believe that is possible. The Admin and account owner will have access to all ticket information.

    It may be better to have a separate instance.

    Hi Ravindra! Graeme is correct. It's not possible to restrict access to ticket and users data within an instance from a Zendesk administrator. We would recommend creating a separate Zendesk instance for your HR team in this scenario.
