UTF-16 encoding - emails in asian characters

We've been having issues with a provider's auto reply that are encoded UTF-16 instead of UTF-8. These auto replies are very very important, our agents need it to handle some requests.

The requester's encoding is UTF-16 and since Zendesk has a hard time decoding, instead of having english characters in the ticket we get a bunch of gibberish and asian characters.

Fixing encoding reading is required.
