We want to customize the time-on-site new visitor trigger message to the user's language.  The only way to ALMOST do this now is to look at country code, which would require a separate trigger for each country.  There are two ways to do this.  The simplest would be to add the user's browser language selection to the list of conditions to be tested.  Then a trigger could be created for each language.

Another way to do it would be to support nested conditions including both AND and OR tests, i.e.

(AND condition 1, condition 2, condition 3, (OR condition 4, condition 5))
