Custom fields ( drop-down and text )not display in Business Rule conditions dropdown.

    Sometimes you'll need to refresh your browser or wait a bit until changes propagate across your instance. Also, make sure your new custom fields have tags (they don't necessarily happen automatically). Without the tags, you can't use them in business rules.
