Show Side Conversation child ticket for all agents

The child ticket number created from a Side Conversation only displays if the person has the permissions to open up / view the ticket.

It would be helpful if the ticket number would always display, and instead the "toggle" would be linking the ticket number if the person has permission to see the ticket vs. just showing the ticket number text if the person does not have the ability to open up the ticket.

My agents are not able to see the ticket id of a child ticket created by someone else, eve though they have access to all tickets in the system.
