Okta - Zendesk integration successfully creates accounts, but does not sync passwords

Hi Zendesk Community, 

I'm looking to set up an Okta > Zendesk integration. I've set up the API integration in Okta with a Zendesk admin user credentials and now when creating a new Okta user and assigning Zendesk, a Zendesk user is also synced and created. However, even though selecting sync Okta passwords, it seems like the zendesk account is created but does not accept the Okta password, and now am unsure what credentials are actually synced. 

Are we missing a step? We can successfully setup SSO/SAML integration however there were some limitations to using SSO, hence why we would like simple account creation and user/pass sync from Okta to Zendesk.

No problem.  Your correct - this setting is only accessible by the account owner.

Thanks for your comment! I searched through all zendesk and Okta settings and I think your comment helped me see what was missing - likely that allow admins to set password isn't checked. The only problem is that I cannot see that option, despite being an administrator role (password tab in settings only contains a checkbox for email notifications). Can only the administrator (owner) role do this? 

If this is the case it might be a good point for documentation as the option is completely missing from my side!

The user provisioning functionality for the integration was built on the Okta side, so they may have more visibility into what is happening.  But since it uses our APIs there are couple of things I can point out to pay attention to.  For Okta to successfully set the password via API:
