Requester change option not consistent based on profile contact details

Currently if someone has an email profile you have 2 options to change the requester. Pressing the Pencil Icon next to the name of the profile (circled) or clicking the (change) button up the top, just below the Subject of the ticket. 

If the customer just calls in you only have one of these options. Seems strange for consistency both should appear. I believe in the past they have.
