I have been experiencing this issue for the last week but my coworker has been able to download it with no issue.

First time we've had this request, but our use case is someone who is using the same form as the team this request will wind up with but would want to fill in NA for the boxes that are not her tier and then the next level can fill those in if needed.

Our workaround for this is likely to build a new form with less fields for this small team which is fine, but if we could automatically have those fields filled in, that would be preferable.

I've added notes on other threads, but our team has shared that this is their biggest frustration with Agent Workspace that they've been testing before we upgrade next week. 

This is the fourth company I've been a Zendesk admin for. At all of these companies, the standard practice has been to start a draft in Internal notes and, when it's ready, switch over to public comment before submitting your response.

+1 - we've been hoping this would be on the roadmap by now, as the third-party app that seemed like a good candidate was not approved internally for installation. Would be great to have this functionality built into Zendesk.
