Requester notification not received
We used to have 2 agents, but one is sufficient at the moment. Since we decreased the number of agents to one. The requesters do not receive the automated response with the ticket ID and a small comment.
The trigger is set up like this. Where is the problem ?

That's strange, it looks fine to me. How are the tickets being created and do they have a public comment on creation? Note that this will only send when the ticket is made and includes a public comment. if you want to send subsequent emails, you will need to have a trigger that fires when tickets are updated with public comments.
Can you provide some more information about how tickets are created in your zendesk?
