    End-user can only set priority and/or type with their request if you've enabled that under each of those ticket fields.
    So that might explain that part.

    I've scanned your code, and it appears to be an issue with the IF statements.

    Try running this code in your Developer Console in the browser

    document.querySelector('#request_custom_fields_360031998452').value = "cts_question";

    Instantaneously you should see the dropdown change. 

    Let us know if that works, if so.. it means the solution is in either the Submit event or in the IF statement
