How to allow end users to edit tickets from other users of the same organization

    There isn't any way you can give access to end-user to let them edit/add to other tickets in the organisation. Only the requester can do that.

    I just tested this and was able to add to a ticket owned by another user account.  I am an admin.  I impersonated the user.  I went to tickets owned by the organization. Open the ticket and there is a comment field at the bottom of the page.  Added a comment and it showed up as added by the user I was impersonating.
