Stop User getting Marked as spam

We have an end user in the system that emails in Voicemails but it keeps getting marked as spam and suspended they are on the Allow list in the admin center but keep getting periodically marked as suspended. is there another way to ensure that this user/domain is never set as suspended/spam?
