Show New Request even for Agents in home page?

I wonder why agents accessing the portal / home page for support does not see the option New request?
They see the option "My request" but they can not create their own new tickets. Why?
We have agents that sometimes in other cases are the end user.
Can some one help me out here?

You can create a custom ticket form via API.
