Merging tickets functionality

In Administration/Configuration, under People, Staff, Tickets and Edit ticket properties, I would suggest Zendesk having more options for Merge tickets.

My suggestion is to differentiate/have options for merging 1) tickets belonging to the same person/reportee, 2) tickets belonging to the same organisation, and 3) all tickets.

The reason for this suggestion is that you might want staff to be able to merge tickets belonging to the same person/reportee, and maybe the same organisation (low risk of mistakenly sharing confidential information), but not merging tickets belonging to the different organisations (higher risk of mistakenly sharing confidential information, if the staff member makes a mistake when merging tickets).
