Unable to add links to images

I have been informed by one of my contributors that it is no longer possible to add a link to an image. We use this a lot to link attached documents from the article text, i.e. image of the PDF title page can be clicked to open the document. When clicking on an inserted image now, the link icon is greyed out.

Sabine Hanna do you still have this problem? Ability for link imagines should works
