I believe two features will be helpful:

1) Allow admins or agents to be able to unthread an email from the ticket and generate for another ticket. 
2) Create sub-tickets within a larger ticket and ability to assign sub-tickets to different agents.

If a request is too large and needs multiple agents to work on it, there should be an ability to create sub requests by the agents to split it and assign sub-tickets to other agents.
