Default Edit Bar to Closed: Links to Headers Land Too Low

Many of our knowledge base users are internal agents or even admins. For agents & admins, links to headers are hidden by the Edit bar - so users can't tell where they landed. (Example below.) This could be resolved if the Edit bar at the top of each article was defaulted to closed. Those with edit access can click to expand.
Details & Example:
When you create links to headers w/in an article the user lands below the header - so the user is actually not seeing the line used as the anchor.
Example: <h2>land here</h2> - whether I use an easy link to go to the header or if I use HTML hashtags - it operates the same - the link takes the user to just BELOW "land here" - they do not actually see the words "land here" - unless they scroll up. The links really need to land on or just above the content! Very important - I am getting feedback from confused users.

I've wondered about this too, but fortunately it's just because you're logging in as an agent/admin, so the toolbar that allows editing (with a link to add or edit the current article, etc.) is covering the header. If you mouse over that toolbar, a little up-arrow will appear at the bottom middle of it, and clicking that will collapse the toolbar which will allow you see most if not all of the heading (the arrow will remain visible so you can restore the toolbar).
But really, to see what your end-users will see, you'll want to log out (if your articles are visible to everyone) or log in as an end-user. That way, neither the toolbar nor that little arrow button will appear, so you'll be able to see your bookmark headers in their full glory. Hope that helps!
