Clicking the highlighted bar of a section does not select it. Only clicking checkbox or radio button selects section

When choosing a section to place an article, you have to click the checkbox or radio button.  Hovering your mouse over the section will highlight it, and if you click that highlighted bar, a selection indicator will appear on the left side, but it will not be “officially” selected until you click the checkbox or button.
