I'm also looking for the same list of licensed agents in a simple report.

I have tried using the API https://<>.zendesk.com/api/v2/users.json?role[]=admin&role[]=agent&page=1 in a tool such as Google Postman.  But it is a real pain.
This extracts 100 at a time and can be saved as a json format file.  you can loop through by updating the page number, until you go through all of your users.  You can use a free online json to excel converter to get it in a format you can filter on.
