Testing users access and privileges

Hi,
Considering an admin profile, I would love it if there is a way to test the user's access and privileges. Please, currently do we have this available?

I would like to set secondary sales goals for Company, and the SUM of these goals would not necessarily have the same value that you set a goal for the users
When you have a business based on network distribution, is very common to set some objectives for each partner/distributor (aka Company).

It would be great to have a custom fiscal year, and consequently, quarters working according to the FY.
