Unable to Create User from Power Automate

I am trying to create a end-user User from Power Automate in Dynamics 365 CRM. I get the error message 

The value is not updatable.
inner exception: The value is not updatable.
clientRequestId: 09d6475d-b2b0-4551-9b3c-3e64e2779e06

This is the inputs i am sending

I am getting this response

      Hi all! This is not a product that we have created, so we can't speak to what may be going on. I would recommend contacting Microsoft to see if they can assist you with this.
