Community Moderators not seeing full permissions

I'm running into issues when creating a community moderator group.

 

I've created a user segment called “Community Moderators” and then I've created a community moderator group that is populated by this user segment.

 

The first issue I'm running into is that not all of the users from the user segment are showing up in the moderator group. I've got 5 staff in the user segment, and only 1 of them appears in the moderator group. 

 

The second issue is when I assume the identity of the 1 staff member in the moderator group, he doesn't see all moderator permissions when clicking the settings gear on a community post, even though I have toggled them all on. He can only see move, feature, and pin. He doesn't see any moderator permissions.

 

I've submitted a ticket and the internal Zendesk team is investigated, but figured I would reach out here as well.
