Blocking an End User based on their physical address

We are having issues with scammers creating multiple email addresses/names all linked to the same physical address. I can block the email address, but they just create a new one. One particular user has created a total of 33 different email address, all with the same physical address. Is there any way to block or flag a certain physical address in Zendesk or with an app?
