User always get transcripts after conversation

After a chat, a user always gets a transcript of dialogue on email even if he declined this.
I'm not sure on which side this issue is. If it's on our side, maybe someone has an idea how to fix that?

The switching to private will just prevent the user from receiving them when its appended to the ticket. They'll still be able to request them manually through the chat menu.

I have to confirm the next point.
If we switch it to “Private” will the customer get a transcript by requesting it in the chat menu?
Or user will never get it?

Sounds like you may have transcripts turned on as "public" in your chat settings. If that's the case, a trigger in your support instance is probably sending these to the customer. Switching this to "Private" should do the trick.
