this feature was active some time ago, but not anymore.
(It is possible to bulk move tickets in Status New from one queue to another only in Status Open, Pending, On-Hold and Solved, but not in Status New)
You already confirmed that this is expected since those tickets are already in New status. The next action which will be performed via bulk update could trigger the status change from new and that is the reason why it is no longer in the options.
So, is there any workaround for this or can you think of any other way to implement this feature again?
